Mr. Bennett's letter F3920 [grp. undec. ?July 10th or 17th].

General Olmsted states categorically that he will welcome the help of key technicians of Shanghai Waterworks and of any other British utility companies in Shanghai and other big cities. He suggests that they be despatched to Chungking as soon as possible to co-operate with his Department in preparing plans. He considers that the Japanese war may come to a sudden end and had clearly hoped that the Economic Liaison Officer would already be here to set these things in operation.

2. I think you should give urgent consideration to selection of suitable key men for the Waterworks, gas works and docks in Shanghai and for similar personnel for such other British utilities as igrp. undecl light and power. The question of accommodation here which we shall have to find will be difficult but if we are given sufficient warning not insurmountable. Personnel would not (repeat not) require military rank and would be flown forward by- Air Transport Command as and when required to assist in immediate rehabilitation,
